Operational Policies

Policies:
Expenditures
Principle Officers and Directors are authorized to make expenditures of up to $500 without a vote of the general membership, for maintenance of programs and facilities. Emergency expenditures of $500 or more may be authorized by a majority vote of the principle officers without a vote of the general membership. All other expenditures of $1,000 or more
will be announced to the membership, and voted on at the following meeting.

Quarterly reports
All revenues and expenses of the shooting disciplines shall be reported to the treasurer on a quarterly basis.


Signatory authority
The MRPC Treasurer shall have second signatory authority for all bank accounts maintained with club funds.


Discipline bank accounts
A shooting discipline director may maintain a separate bank account for their discipline.


Non-club use
Neither the clubhouse or club property is to be used for non-club activities or by non-members.


Guests
All guests must be accompanied by a member. Guests are allowed two range use visits; after that, they must join the club if they wish to use the facility. Exemptions for non-members: shooting matches and classes open to the public.


Armory keys and lock combinations
Only officers and discipline directors may have a rifle armory key, as needed. The indoor range armory lock shall be a combination lock. Only directors and officers may have access to the range armory combination. The range armory lock combination shall be changed any time there is a change in the executive committee membership.


Range caliber restrictions
The only rifles which may be fired in the clubhouse indoor range are .22 caliber rimfire. The only handguns which may be fired in the clubhouse indoor range are those using conventional pistol cartridges; Rifle cartridges fired in handguns such as the 7mmTCU, 30/30 Contender and the like, are forbidden. Jacketed bullets and standard loads from 357, 41, and 44 Magnums (the maximum ballistic energy allowed) shall be directed only to those targets which have an extra
thickness of steel backstop, i.e. Target lanes 12, 13 and 14. Steel core, Aquila IQ, FN 5.7 and all armor piercing and tracer bullets are not allowed in the indoor or outdoor range.


Outdoor range
Firearm use of the outdoor range is restricted to only scheduled, supervised events approved by the principle officers. Use of the indoor and outdoor range is approved for archery use by members and their guests.


Changes to by-laws
The principal officers, active shooting discipline directors and executive directors shall comprise the Executive Committee to consider changes to the by-laws.


Supplies
The secretary and treasurer are authorized to purchase supplies as needed.


Membership dues
Annual Dues are $50 for family memberships, $15 for juniors, Lifetime membership purchase price and availability may be approved only by the executive committee.


Combined offices
The offices of Secretary and Treasurer may be combined, if needed, with the approval of the executive committee.


High-power director
The high power program director is to be in charge of: MRPC's military high power rifles, all high power matches, and inventory and distribution of the use of those rifles and sale of MRPC ammunition. The program director is to report to the executive committee or principle officers on the disposition and condition of the rifles and inventory of ammunition at least once a year or whenever called upon to do so.



On-Going Club Expenses
Any club expense that increases the club's on-going monthly expense shall be deferred for final vote until reviewed by the Treasurer or until the next scheduled club meeting. During this time, the motion shall be referred to the Club Treasurer for study and report on any related or hidden costs, alternatives to the specific expense, or the net effect on the club's financial health, before a final vote.


Range use fees
Executive committee may change the daily range use fee upon a majority vote.


Reservation Policy----Clubhouse and Range
This policy covers:
"For Profit Use" which is when a range or classroom user charges a fee and profit is derived from the reservation. Not just a fee to cover material or instructional costs. Examples of this type are: Concealed Cary Classes, Instructional or Training classes.
"For Non-Profit and Law Enforcement Use," which refers to a range or classroom user that does not derive a profit from the reservation. This use may charge a fee to cover materials and instructional costs. Examples of this are: LE Training and some MRPC programs.




The Reservation Policy is:
For Profit Use:



1. Classroom, Range or both may be reserved.
2. User or their associate present must be an MRPC member.
3. Reservation must be made and paid for, a MINIMUM of two (2) weeks before the use date.
4. Reservation may be canceled up to 4 days before use date with full refund.
5. No refund will be offered for any cancellation 4 days or less before the reserved date.
6. A refund may be requested, because of reasons beyond the user's control, in writing or at an MRPC monthly meeting, and the request will be voted on.
7. The user fee is $50 for up to 4 hours and $100 for over 4 hours and up to 8 hours.
8. All MRPC range use rules and policies will be followed.
9. MRPC reserves the right to close the reservation at any time if MRPC and Range Safety Rules are not followed.
For Non-Profit and Law Enforcement Use:



1) Classroom, Range or both may be reserved.
2) User or their associate present must be an MRPC member.
3) Reservation must be made a MINIMUM of two (2) weeks before the use date.
4) Reservation may be canceled up to 4 days before use date.
5) If canceled less than 4 days before the reserved date, a reservation deposit fee may be required before your next use reservation.
6) A refund may be requested, because of reasons beyond the user's control, in writing or at an MRPC monthly meeting, and the request will be voted on.
7) There is no Building Use fee for Non-Profit and LE use.
8) All MRPC range use rules and policies will be followed, including range use fees of $1 for members and $2 per each non-member guest. All users of the range must sign or have the names listed, along with the reservation name, in the range log.
9) MRPC reserves the right to close the reservation at any time, if MRPC and Range Safety Rules are not followed.
Law enforcement may use the range as a "hot range", if needed.
If the range is not reserved, members and guests must share the range use and no one has the right to deny use to others unless MRPC and range safety rules are not followed.
For reservations contact any club officer listed on the website www.mrpc.info or write to: P.O. Box 235, Medford, Oregon 97501 A written reservation request needs to be e-mailed to an officer or sent by letter to the club's mailbox. MRPC will confirm the reservation with the user; post a reservation notice on the outside door of the range, and list the reservation on the club's website and may be listed on any inside calendars, when it is approved.
Do not put payments in the range payment slot. MRPC secretary will provide an invoice for payment to be completed by the user and returned with payment within 30 days.

Memberships for Law Enforcement, Governmental Agencies, and Corporate Groups
The only classes of membership available at MRPC are:
Individual Family Memberships, $50 / year, and
Junior Memberships, $15/year, and
Club-approved Life Memberships.
Law Enforcement, Governmental Agencies, and Corporate Groups may purchase family memberships for their members or employees, but each membership must be assigned to a specific, responsible, person. MRPC will issue one door access FOB for each identified membership. An agency using or reserving the club must have at least one club member in attendance at all times during the reserved use, including when guests are brought into the club by the agency. If the agency does not purchase the employee's membership, those employees may purchase a membership to use the club.
Daily Use Fee
All members that use the range facility shall pay a daily (calendar day) user fee of $1.00 All Guests of members that use the range facility shall pay a daily (calendar day) user fee of $2.00. Guests must always be accompanied by a member. Junior members shall only have access to the range when the Junior Program Director is present, or when accompanied by an adult member.
Alcohol and Drugs are prohibited
No alcoholic beverages or drugs are allowed on the property, and no member shall use the range while intoxicated by any substance.
Range Rules
Range rules shall be posted inside the range and in a new member brochure. Any member not obeying the range rules shall forfeit their membership rights.
Officer Memberships
Principal and executive officers and each currently active discipline director, or their designate, will be afforded a yearly MRPC membership.


BY-LAWS

Article I
Name
The name of the organization shall be the "Medford Rifle and Pistol Club, Inc." aka, MRPC.
Article II
Objectives
The objectives of the organization are as follows:



1. To promote organized rifle and pistol shooting among citizens of the United States;
2. To provide said citizens with the knowledge of safe handling a proper care of firearms;
3. To improve marksmanship;
4. To promote the development of honesty, good fellowship, self-discipline, team play and self-reliance which are the essentials of good sportsmanship and the foundations of true patriotism.
Article III
Membership



1. Any legal person residing in the United States, who can legally own a firearm and is eighteen years of age and older, may become a registered member on vote of the executive committee or on approval of the Membership Director.
2. Spouses and children, less than 18 years old, of registered members living in the same household shall also be considered members.
3. Any member eighteen years of age and older may vote and hold office in the organization.
4. Non-members under the age of 21 may participate in the junior program upon payment of a junior membership fee. Junior members may use club facilities only when participating in an official event or practice session, and may not vote or hold office.
5. Upon written request to the Executive Committee. Any member shown to have at least thirty years membership in the club shall be awarded lifetime membership on approval of the Executive Committee.
6. Individual life memberships may be available for purchase at the discretion and direction of the Executive Committee.
Article IV
Membership Dues



1. The annual dues of the organization shall be decided by the Executive Committee and approved by vote at a regular monthly meeting.
2. Membership dues shall be payable in advance.
3. Multiple year memberships are available.
4. Renewal date for each member shall be based on the date the application is processed.
Article V
Violations



1. Charges against a member or officer for violation of the by-laws or operational policies shall be presented to or drafted by the Executive Committee in writing.
2. The Executive Committee shall investigate the charges and if a violation of the by-laws or operational policies appears to have occurred, will inform the member of the charges.
3. The member in question shall then have the right to submit to the Executive Committee a written defense, and / or to appear before a meeting of said Committee.
4. If, in the opinion of the executive committee, a violation of the by-laws or rules is found to have occurred, the matter shall then be reported to the membership for a vote at a monthly meeting.
5. Final disposition shall be made by a two-thirds vote of members present. Voting shall be by ballot.
6. Punishment will be decided by the Executive Committee.
Article VI
Officers and Directors



1. The officers of the organization shall be: Principal Officers are President, Vice President, Secretary and Treasurer. Directors include one director from each currently active shooting discipline and any current Executive Directors appointed by the Executive Committee or the Principle Officers.
2. All officers shall be members in good standing of the National Rifle Association and MRPC.
3. The officers and directors of the organization shall constitute the Executive Committee.
4. Principle officers, President - Vice President - Secretary - Treasurer, running contested for office, shall be elected by majority ballot vote at the December meeting. Those running for office un-contested may be confirmed by a non-ballot voting method. The term of office shall be for one year, commencing with the first monthly meeting in January and ending with the opening of the next following January meeting.
Duties of the Officers
President



1. The President shall preside over all regular and executive meetings of the organization.
2. The President shall preserve order and decorum, and perform all duties consistent with the office.
3. The President shall appoint all standing committees.
4. The President shall have the right of veto at all times during and after the conduct of all committee business whenever such business may conflict with the rules or policies of the organization.
5. The President shall vote on all ties.
Vice President



1. The Vice-President shall familiarize with all activities of the organization and, in the absence of the President, shall assume the duties of the President.


Secretary



1. The Secretary shall notify the members of all regular meetings by electronic media or mail.
2. The Secretary shall keep a true record of all business sections of regular meetings of the organization and of the Executive Committee decisions.
3. The Secretary shall have custody of the records and papers of the club, and shall conduct appropriate correspondence.
4. All applications for membership shall be made direct to the Secretary or the current Membership Director.
5. The Secretary will be responsible for the collection of all dues by mail, and shall remit the same to the Treasurer.
6. The secretary or their designate shall have possession of the club's mail box key and shall routinely empty the box and distribute the mail to the appropriate club member.
Treasurer



1. The Treasurer shall have charge of all funds and internet transactions of the club and place the proceeds of same in such bank or banks as may be approved by the executive committee or principal officers.
2. Such money shall only be withdrawn by checks signed by the Treasurer or President, the co-signer, for payment of such bills as shall have been approved by the Executive Committee, meeting vote, Principal Officers or Operational Policy.
3. The Treasurer shall keep account of all transactions and make a detailed report at each regular meeting and whenever requested by the Executive Committee.
4. Receipts or invoices and journal entries shall be retained to substantiate all expense and income transactions.
5. Funds derived from and held for a shooting discipline's use shall be accounted for separately.
6. The organization's books shall be audited at the direction of the President or Executive Committee and a report submitted to the membership at the regular meeting following the audit.
The Directors of the shooting disciplines shall:



1. Schedule and supervise matches.
2. Maintain all equipment used by their discipline.
3. Coordinate all activities with other club functions as much as possible.
4. The Director or the discipline's Treasurer shall collect all range and match fees and forward them promptly to the discipline's Treasurer, designated person or the MRPC Treasurer.
5. All payments will be made promptly or invoices turned over promptly to the MRPC Treasurer for payment.
6. Maintain all accounting financial records and make reports quarterly to the MRPC Treasurer of all funds under their direction and control.
7. Submit match results and / or fees promptly to the appropriate body, e.g. NRA, CMP, USPSA, etc.
8. The Executive Committee shall approve or remove any MRPC shooting discipline.
9. The discipline's MRPC members shall appoint or remove their director and officers.
Executive Directors
1. Shall complete duties outlined by the Executive Committee or Principle officers.
2. Shall not be a Principle Officer in the organization.
3. May be removed by a majority vote of the Executive Committee or the Principle Officers.
Article VII
Vacancies



1. A vacancy in the office of President shall be filled by the Vice-President.
2. All Principle Officer vacancies other than President shall be filled by the Executive Committee via appointment.
Article VII
Parliamentary Authority



1. All meetings shall be conducted in accordance with Robert's Rules of Order.
Article IX
Meetings



1. A monthly meeting shall be held on a schedule approved by the Executive Committee.
2. A majority vote of the members present shall be necessary for the transaction of business.
3. If a physical meeting is not possible, electronic media can be used for meetings and votes of the Executive Committee and / or Principle Officers. A majority must return contact or votes through electronic media to conduct business. At physical meetings of the above committee or officers a majority must be present to conduct business.
Article X
Amendments



1. Any proposed amendment to these by-laws shall be submitted to the members, by electronic media or mail, at least fifteen days prior to the next scheduled meeting.
2. Proposed amendments shall be voted on at the meeting following the announcement.
3. A majority vote of the members present at the two consecutive meetings following the announcement shall be necessary to amend the by-laws.
Article XI
Operational Polices



1. MRPC may create, change, and / or delete Operational Polices for the conduct of club business, maintenance and operation of any, and all, facilities and programs.
2. Unless otherwise delineated in a specific policy, a majority vote of the membership present at the regular monthly meeting shall have the ability to create, change or delete any Operational Policy listed within those polices.
